Developing the Civil Registration System. A Case Study in Burkina Faso

Abstract


BRAVO! Program of the Community of Sant'Egidio supports States aiming at strengthening their civil registration systems. In Burkina Faso BRAVO! is supporting local authorities of one rural and one urban district in a region with low birth registration rate to run stable registration centers in every health facility, promoting birth registration of children born or vaccinated there. An impact evaluation study has been designed, comparing the two study districts with two comparable control districts. Retrospective and current data are collected from civil registers and health registers for delivery and vaccination. The study aims at investigating the determinants that are associated with the increase of civil birth registrations.

At the moment individual data collected in the 12 months of implementation of the program in the two study districts have been recorded.

Preliminary results show that: The number of birth certificates have increased extremely compared to the previous year; The proportions of minor mothers and single mothers have increased; The percentages of registered children vary among centers; Performances are much higher among children born in the health facilities compared to children only vaccinated there. Results suggest an improvement in registration of children, also from most vulnerable mothers, and that service organization matters.
